The Senate of Oliy Majlis (Upper House of Parliament) of Uzbekistan has introduced a number of amendments and addenda aimed at further democratization of the state governance system, the information service of the Uzbek parliament said Dec.5.
The amendments have been introduced to the Law “On the Regulations of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan”, the Law “On the Regulations of the Senate of Oliy Majlis of the Republic of Uzbekistan”, the Law “On the Cabinet of Ministers of the Republic of Uzbekistan”, and a number of other legal acts.
The senators underscored the importance of amendments and addenda aimed at ameliorating the role of political parties in organizing the legislative and control-analytical activities of the Legislative Chamber.
In particular, the obligatory basis of accepting the opinions of political factions at each stage of the legislative process, as well as of conducting preliminary discussions by the factions on the implementation of the State budget has been put on a legislative footing. The rights of the opposition faction on instituting alternative legislative drafts have been clarified and broadened.
This law provides for a number of regulations, designed for furthering the democratization and improving the efficiency of the legislative process. In particular, for the purposes of organizing comprehensive developmental work of the legislative acts and holding discussions of other issues within the competence of Oliy Majlis, a well-defined manner of the creation of expert groups under the committees of the Houses of the parliament has been established.
These groups will include the specialists of public authorities, scientific and educational institutions, and the representatives of NGOs with expertise in relevant areas. It also stipulates that the representatives of civil society institutes be invited for the discussion of the legislative acts on the issues of social and public value.
In order to implement the constitutional regulations, aimed at strengthening the parliamentary control over the executive, the laws on the Regulations of both Houses of Oliy Majlis have laid down the procedures for hearing the annual reports of the government and public officials on the implementation of the Law’s requirements, as well as state programs in respective areas of social and economic development, on the works on approving the legislation under the law which relate to the implementation of the laws, and many others.
In order to implement the amendments to the Constitution aimed at further development of the independence and, at the same time, of the responsibility of the government, the Law “On the Cabinet of Ministers of the Republic of Uzbekistan” has defined its powers, which, according to the senators, will contribute to further democratization and ameliorate the efficiency of the system of the executive and the activities of public authorities.
